Southern California Incentives
There are currently four significant heat pump incentive programs in Southern California. For eligible households, combining these incentives could create total incentives of up to or more than $20,000. Below is a brief description for each program:
HEEHRA, open statewide for low- and moderate-income households, replacing a gas heating system with an Energy Star listed 2-stage of variable capacity heat pump. Incentives up to $8,000. Must be installed and submitted by February 28, 2026. Program link
Los Angeles District Water and Power is open to LADWP residential electric account holders who purchase and install a heat pump for heating and cooling after November 1, 2025 for replacement of an existing gas heating system. Must meet or exceed 7.7 HSPF2 and 15.2 SEER2 ratings. More than one system per household may be eligible if applied for at the same time. Rebates dependent on efficiency ratings and reach $2,500 per ton for the highest efficiency tier for a ductless system. Program link
SCE’s Home Performance Plus program is open to single-family households serviced by SCE who live within a designated disadvantaged community area as shown in the California Climate Investments Priority Populations 4.0. map
Ductless mini-split heat pump: $1,144.80/ton when replacing natural gas wall furnace OR furnace/window AC combo.
Split/Package Heat Pump: $667/ton when replacing natural gas furnace; $424/ton when replacing electric furnace.
Replacement equipment minimum efficiency requirements: 16 SEER2 & 8.1 HSPF2.
CARE/FERA customers are eligible for zero-cost fuel substitution rebates.
Pre-approval required.
GO ZERO is available for single-family households in South Coast AQMD territory replacing gas or propane heating and cooling systems or water heating systems with qualified heat pumps. Standard rebates: $1,500; $3,000 rebates for households in overburdened communities. (Please note: tribal lands do not qualify.) Replacement equipment must be ENERGY STAR certified or show proof of manufacturers’ data meeting the requirements. Program link
